I have an account which have $144 and ready to withdraw after 180 days

any one can withdraw it and exchange it to another PayPal account ?

Luckily it's not a lot of money.

You could send it to another PayPal account but there is a chance of linking if these accounts have any similarities. Otherwise spend the funds on something maybe? Bitcoin might be an option for you too if you're into BTC.
