Adding a bank account or credit card after 180 days

I know this topic is widely discussed on this forum but could someone with a lot of experience please explain how to add a bank account or credit card (for billing address purposes) after the 180 day hold has been lifted.

Please be overly specific like what browser you use. If you use a proxy while adding it. What specific bank you use and any other items that may be in particular.

I am able to add a new address to my profile but I can never seem to link a credit/debit card to that address (to receive a check) or link any bank account (to transfer the funds). Ive tried with BOA, Chase, TD bank, Regions.

Are you adding the bank by phone?
Are you calling Paypal and adding the BA or CC with an agent?
