PayPal is my last step
 

I have the eBay setup completely wrapped up. I can list items again, I can access, login, no problems. My problems lie within PayPal. Anytime I receive my first payment from eBay and it goes into PayPal it will go into pending amount and then PayPal will limit my account. I attached a new card and bank yet it still happened. Even if I only had just a card it still happened. I don't know how to prevent this. Some assistance would be nice. Thanks in advance.

I don't know what you are doing, you need to elaborate more on details.

And if you haven't gotten the stealth guide yet, you need to.

It'll really teach you a lot on how to make your accounts and operate them correctly.

What are you selling? Sounds like that may be the problem.

Welcome to the forums - list your steps of account creation but yankee is quite likely correct about the problem being with your items for sale...branded? high risk? knockoffs?

It's because your paypal account is relatively new ( anything less than a year). and probably you are listing a high risk item on ebay.
