CS representative is very stupid

Ok look how stupid they are. ok my paypal got limited, and i refunded all the buyers, but 1 buyer wants the item after i refuneded so i went to customer service

You can then create another Paypal account or another option, give another payment option to the buyer like Visa or Master Credit Card.
