How should I clear out my paypal account?

I've sold some of bitcoin (slowly not in 1 payment I've got all my payments in f&f)
I am currently softbanned (I have one pending payment its 10$) can it be the problem of being softbanned? because yesterday I were sending 100+ usd to someone without a problem....
Also I have 700 usd in that account how should I cash it out asap? I wouldnt try it at once I am really afraid of limits... Could someone give me a tip how should I clear that account?
