So after reading the forum and following advice of others in my case no limit was lifted.
I told them I'd rather not give them my ss# when the tier 2 rep said I'd have to send in my photo ID and ss#.
No strikes on the account or anything.

Sure.
Selling on eBay, real vintage items, 100% feedback but did have an instance of partial refund on a higher dollar item which was never escalated through eBay or PayPal. Buyer simply stated through a message he loved the item but wished he'd paid less so in kindness I gave a partial refund. Not long after I logged in to this limitation.
I also had a purchase on this account that I had trouble with and PayPal had to help me. That might've contributed.
