Every single paypal I've sold anything for more than a few dollars is down.

What is your setup like. Virtual machines, separate user, high risk items? Vpns?

List exactly how you create new accounts. What so you do on your PC, What is the IP solution, what is the phone solution, what is the bank solution, what credit card, how you link your paypal and ebay.

Then list exactly how you make a listing including browsing history, time lines, type of items sold, name brand or not name brand, new or used etc.. Price range sold etc....

Without all the details all we can say is you are doing something wrong.
