pay pal limited and opening a new account
 

my paypal was limited and I added my brothers paypal to my email and tat was limited too, i now later found out that any paypal added to that ebay account will be limited.

I want to open a new ebay and new pp, what do I need to do that wont make them link the account again, because I want to use the same address.

can I still use my name and dob or that needs to change.

am planning to add a business account instead of my personal account.
please help me

You can't use your same name, address and date of birth. That's an easy link and you wi be shut down again.
