Limitation before sales

Hi folks

Has anyone found solution to the limitation that happens BEFORE receiving payments?

This happens shortly after listing an item on eBay. They send an email tell you that you account has ben limited even though your item still not purchased.

That's probably down to the item you list. What do you list? What's the limitation? What country?

it's a used cell phone. They are asking for ID, Invoices and tracking!! ( even though i have NOT sold it yet)

Cell phones are very high risk.

You cant start an account selling phones.

Try listing low risk items first.

I didn't start with phones... I sold other items before
