Your bank doesnt accept instant transfers

So I had 4 paypal accounts, two with debit cards attached to Regions Bank. So the first one the 180 days is up? Now the second one 180 is up. The first one transferred to my debit card no problem, the second I keep getting a message to try again later. So I attached a different regions to it and it states that Regions doesn't accept instant transfers. Oh yes they do. Is paypal just wanting to hold my money linger?
