best way to send docs to paypal

i am having problem with uploading photo ID to paypal as i'm having security checks issues when trying logging.
can someone tell me if there's another means of sending my ID to paypal without having to login? paypal need my photo ID to help resolved this problem since i do not have access to the mobile number registered on the account.

Call them and ask them for a fax number also remember if you do manage to upload docs clear your meta data.
