Is the IRS really cracking down on Paypal?

So every single one of my new PP accounts are getting limited as soon as a payment comes in, and it has been this way for about a month now. I called Paypal and ended up speaking with a manager about one of my limitations and he told me that the IRS now requires Paypal to receive the ID and/or social security number of every account that is receiving ANY amount of money. Apparently it's a new security update that happened recently. I'm wondering if this is true or complete bull****. Paypal representatives are known for lying. Does anyone believe this to be true or do you think it's a different issue that's causing my accounts to get limited? Thanks!

If it was true there would be a lot more reports about it on the forum

I would have a look at your stealth set up and see if anything is causing these limitations.

maybe the way you are setting the accounts up. Are you setting paypal up via ebay link or pp directly getting everything verified?

Have you gotten the issue resolved? How much are you receiving for your first payment?

Could be a VCC issue. That can often cause limitation on receipt of the first payment.

There are a few other threads about changes to acceptable VCC's in the last few weeks. That is possibly the issue.

I've sent payments as low as 10 cents and it gets the "claim it" button with the last 4 new accounts that I made.

Possibly. I've used vanilla visa and American express. Do you know the ones that still work in the US?

No idea in the US.

I am sure there are others on here who will know better.

Paypal have had a security update in the last few weeks however.

I've tried adding a major bank account to the account before receiving payment (no credit card added at all though) and it still gets immediately limited after first payment.

I'm talking about limitations though. You're having trouble sending money?

But when it says claim it you can still withdraw money, right?

To the Original question:

Does paypal make you confirm the last four of the tax number on these accounts getting limited?

I can't send money because they require an ssn. Only to bank or request a check

What's your advice on getting money out of the stealths then?

No, never. They always ask for photo I'd, proof of fulfillment, and receipt.
