I get this when I buy an expensive item on a newish Paypal account. You just have to wait for it to be reviewed by Paypal. As long as they determine it is not fradulent (i.e. from a stolen card etc.) it will complete - usually within a day or so.
You shouldn't keep tring to make the same payment if the original one is pending as they might all end up going through then you will have to get refunds from the retailer - it's like clicking the confirm button multiple times when spending online with your credit/debit card. It will likely get processed as multiple payments.
If all the pending payments are for a single transaction I would try to cancel all but one.
