I had a paypal limited and lost my appeal when I sent in very realistic id, So I deleted all of my listings on that ebay account (I thought), this was 2 weeks ago. So I log back onto the account and see where I actually did not delete ONE BIN and I sold one. WTF, why would the paypal transaction go through on a limited account, I immediately refunded money and paypal sent refund. How is this possible.

Payments can still be received and refunded, you just can't withdraw or send money. After i send docs i make sure to empty the account and have 0 quantity on all listings until the pp goes through.
When account is permanently limited usually you can't use it on ebay. Also if any body tries to send you a payment, the payment should not go through.
When you list new item on eBay, ebay will NOT let you use that email for payment and you would receive error message like " you can't use this paypal or this paypal account can't be used"
So yes, it's weird. Because when appeal is denied (=permanent limitation) even receiving payment will be disabled.

This is correct, but I've had cases exactly the same as the buyer, but if the listing is already active with some quantity , then it goes through, only if you try revising/updating then it says this email cannot be used.
