I had just registered a PayPal account and after submit a vcc
They limited and ask for documents

That's common with many vcc these days.

You need to use a different card.

Check out the marketplace - few new authorized sellers I believe are on the scene as well.

The only cards that are good are in the forum's market place.

you'll see a bunch of sellers there so look for the one for your region and send them a PM or post in their thread for inquiries.

Most VCC cards BIN blacklisted by paypal. So before purchase vcc ask seller about this. Different countries different rules. If one card working fine on Italy paypal same card can limited account on another country. Also if you will use bad vcc you can have error when you try to send money.

Poor VCC. That VCC might be blacklisted to PP.
You can't just add a random VCC to PayPal.

Which vcc did you use? Some are flagged up straight away with eBay/PayPal.
