Ask for ssn, but no change when i enter ssn
 

Ask for ssn, but no change when i enter ssn.
Actually it's a strange problem. My account was limited. And paypal ask me to submit my ssn or upload my ssn photo.
First, i just enter my ssn number, then paypal turn the page to summary page, and in resolution center.still ask for ssn.
Second, i choose upload my ssn photo, but the page that i can upload file didn't open, it turn to the page that ask me enter my ssn number. After i enter number, then turn to summary page.Resolution center still ask me to submit my ssn or photo.
I don't know what's wrong wits problem. I has changed browser and computer and iphone and ip, but still meet the problem.

I had this happen yesterday. I called eBay, they gave me another link today to upload it. so I did. Today. Permanently limited. i believe it kept kicking me out because it was not a valid social. I paid $120.00 for it, but it didn't work. :( Gonna have to start all over.
