New account after prev limited w/negative balance
 

Had a look through the forums but wanted to check that this circumstance would work.

The previous account was limited a few years ago with a negative balance after I got scammed and was reluctant to pay the difference to continue using the account. This prev account has real details of my bank, name and prev address

I now have a new bank, new address and want to use PayPal again with a new account. Would it be best to use a new name or can I use my real name when signing up again?

It is possible that they wont link you based on the name alone - but its a gamble.
If you want to be 100% certain that no link will ever occur you should go full stealth.
