After 180 days .. do they still pay ?

I am just wondering if anyone has withdrawn funds from accounts limited for more than 180 days (lately)? I heard some rumors that it was not as easy to recover funds from limited accounts after the 180 day wait period as it used to be?

The last time I had to do it, it was no problem.
I just left the bank account connected to the problem Paypal account OPEN.
Then after 180 days I moved the funds left into the bank account.
I withdrew them and then closed the bank account.

still not a problem. confirmed in USA 2 weeks ago.
