Attempting to buy on eBay causes a PP limit
 

As following stealth rules I have created ebay/palpal accounts, I've linked VCC.
After attempting to buy something on eBay I got immediate suspension by PP. They ask me to provide them ID photo and card statement. Also they suggest me to confirm my card.
I didn't list anything, just browsed few items and put the one to my cart and proceeded checkout.

After few days I tried to perform buying with another stealth account. The same effect...

How can I proceed checkout to avoid limitation?

if they ask for card statement and confirm the card,could it be your VCC?

To be honest I use free US proxy. If that's the only reason I will get VPS.
I just don't want to lose fresh IP address and 30$ rent if my account will be suspended anyway after the first attempt to buy.

Maybe, how can I check what's wrong with VCC?

The IP doesn't cause instant limitation usually. The reason of this instant limitation is most likely the vcc you used.

You are in Russia,but your paypal account is US,and you use a VCC,why not Russia?
