Yes. Its not as likely persay, but it can be done.

Generally it's best to wait and not contact them at all, then you should get the email to say you can withdraw not long after the 180 mark. However, it does also depend on the type of limitation they put on your account - this you won't really know sadly until the time comes so its not 100% you will get your funds without supplying the docs, and indeed even if you do. There are ways you can find out snippets of information etc and piece it all together, but that takes experience and by the sounds of it, the OP dosent have that.

PayPal is a different kettle of fish in how they deal with this now these days, a few years ago, you would have had no trouble. Also as the OP hasn't given much info other than the basics, it would be hard to ascertain likelihood.

paypal typically hold funds for 6 months then they give you an option to withdraw it to your bank.

For Romania, I'm not quite sure, but I think it's the same across the board.

I have had limitation where cannot add bank account or credit card because of a error after 180 days limited. To call paypal is the only way to add bank account or credit card then.

If you didn't submit Id then don't call PayPal customer service agent now. First, try to call automatic service to add a bank account. then wait few hours and try to withdraw the amount. They might try to confirm your mobile number in this step.
