180 days PayPal lost password Gmail locked

Hello
I have a PayPal account which is pernamently limited. And the period has passed. However account is password locked and I cannot reset it as the Gmail and Google voice account is banned by Google.

Is there any ways I can withdraw the funds inside ( as I can't log in)

If your only option for resetting your password is getting into the gmail, and you can't get into the gmail, then I'd say no there isn't any way.
