Trying to create a stealth paypal account. Limitations are here.

So i create a USA Paypal account stealth and they ask me to provide photo ID only.

Note that there is no money in the account so if the methoud doesnt work I can kiss my account goodbye if i want to create a new non-US Paypal.

Any ideas? Or just create another but non-USA paypal?
