Some way to solve this ?

You triggered the security alert and need to call in or wait before withdrawing again

That's usually a flag on the bank account.
I'd stop trying and wait for at least 3 days.

Try again on the 4th day and if it does that, call them up and see if they can remove the flag.

Your bank account is the same, hasn't changed and in good order?

1-3 days wait is what i recommend
or u can call them and they'll usually fix it with some security questions

I have call paypal and said to me that my account is fine , is just a security procedure because I just add my card to PayPal .. mistery

just use the app, it will withdraw fine, i always get that issue.
If it doesnt work, you will need to wait 72 hours before trying again.

you've added new withdrawal method and got a flag. the only way to skip your problem is to wait more then 72 hours

This is simply not true. There is no reason to a leave an account inactive for 2 weeks. Adding a new card might help in most cases.
