Here's what I need (non eBay account)
 

I do not use or need eBay access.

I simply sell online virtual goods via/ shoppy using paypal.
My last pp was limited after a customer disputed one transaction.

So now, I need to create a new stealth paypal account so I can receive payments.
Please advise how to proceed with this.

My plan was to create a new account under a VM (virtual machine).
But what info needs to be different, name, address, & email?

Will I need a VCC, or new cell phone, what do you advise for this step?

Honestly you should start with the stealth guide.

It'll lay out what to do in what order. It has eBay and PP side of the guide in there.

IF YOU ARE not selling on Ebay,did you look into other options besides Paypal?
