Create a new PP account just to buy.
 

I'm not a seller, I'm not looking to sell things on eBay or Amazon.
I only need to create a stealth paypal so I can use it to buy things online.

Certain websites I deal with only accept paypal as payment.
I've been perm banned in the past and want to avoid future bans.

What's required in order just to buy things online with paypal?
New IP, New Phone #, and New Credit Card?

If so, what do you recommend for phone #s and credit cards?
Do I have to link a bank?

Please advise.

If all youll be doing is buying items and sending payments (from your credit card or bank account obviously) you can use your real details again. Ive done it myself and never had an issue.
Note that if you ever attempt to receive payments or sell items using this account though it WILL get limited.

I dont think he can use his real name,SSN etc if he has used them for his existing account

It's true. I've recycled some info to the 2nd main pp account, and i have no issues.
But that's on a case to cases basis. Some others may have issues with it.

Paypal does not care about buying accounts. You can use a ⊗⊗⊗⊗ name and a stolen credit card, buy 100 items, leave negative feedback for every single transaction and it will take months before Paypal/eBay limit you. It is no risk to paypal, if there is any loss from a fraudulent buyer they will just force the seller to pay.
