I don't think the problem had anything to do with the Philippines as a location *per* *se*, just that it was so different from where I usually log in from (Canada). The main reason I suspect this is that I logged in from the Philippines after I got there, and both my Premier Account and Personal Account were permanently limited hours later.
No, I wasn't making any bribery/corruption payments. Haha
