Actually, I take everything back about the surprising number of INR cases.

I just looked at the records more closely, and I see that I mistakenly added-in two things:

1. Cancellations initiated by the seller

2. Separate refund of shipping costs from the Global Shipping Program

My actual claims for the year prior to being banned are actually one INR and two INAD.

Surely that is not even close to being excessive.

I am back to assuming that the reason for my limitation is that I logged in from Asia.

Well, it wasn't Pakistan, it was the Philippines. I know that PayPal does business in the Philippines. I don't think the problem had anything to do with the Philippines as a location *per* *se*, just that it was so different from where I usually log in from (Canada). The main reason I suspect this is that I logged in from the Philippines after I got there, and both my Premier Account and Personal Account were permanently limited hours later.

No, I wasn't making any bribery/corruption payments. Haha

...just buying stuff on eBay.

if Paypal rep keeps saying it is AUP violation,then when you are in Philipines,did you log in from a device which could have been used by some one else or allow someone to use your device?
maybe it has to do with your previous visit in Philipines,

That is an excellent question. The device that I used to log into PayPal from the Philippines was a laptop that I brought with me from Canada. No one else was using it.

The previous visit was a year prior to that. I logged in to PayPal that time and everything was fine.
