Yes but could you not just write to a parent company of Better Business Bureau
in the country you're in? In the UK for example you have Citizens Advice

In US it's a bit easier. Higher standards of private property and etc.

In EU they can do with your money whatever they want.

in US they have the clowns of BBB and Paypal is robbing every second account in US after 180 days.

In EU we have Cssf, https://ec.europa.eu/consumers/odr/main/index.cfm and almost every Paypal country in eu has also a authority to complain (such as FoS)

You also have attorney general in US.
The basic disputes and money retrieval there is easier. Of course, if you do nothing - they will probably take it sooner or later.
Also, consumers are protected there a lot more.

In EU - you can complain and complain, but no one will look at you seriously until you start real legal action.
