Got paypal limited

Paypal asked me to fill in SSN, then I input a random one( still remember what number I input), then I got limitation, now paypal asked for Photo ID and SSN or ITIN document, I have photo ID, or no one can make the SSN or ITIN documents for me, how can I resolve this problem? anyone can help will be highly appreicated.

Use creative creation ideas.

Or, just drop it because random SSN will result in limitation anyways.
