Moving Ebay account from suspended PayPal A/C

Stealth account. My PayPal account permanently suspended after I provided documents that were rejected.

The ebay account that those funds came from is intact.

1. Can I simply create a new PayPal account and keep it moving without issue?
2. Do PayPal and Ebay account names have to match?

Nope. Not that 'easy'.
What are your options?
1.1. Enroll to eBays Managed Payment. But this time you'll need a bank account.
1.2. Use an aged PayPal account. And Pray that it will NOT be suspended again soon.
No matter what you do, you can easily be tracked already.
2. It is recommended that both accounts should have the same details. But you can still use them with mismatch details definitely just fine.

1. You then need a paypal account for that case.
2. Aged means atleast 6 months old with some receiving/sending history.

Yes, paypal is the payment method on eBay unless you get invited to managed payments
