can I link my paypal to new ebay account

I have real name Ebay account, But the account has 97.6 positive feedback now. I wonder if I create a another ebay account, can i Link it to this older account's paypal account.

Why would you? Was the ebay account suspended? If it was then the answer is no you cannot.

My current ebay account has bad feedback, I want to open a new ebay account and link to current paypal account. Is that possible.

Yes you can if you have not been suspended on that Ebay...which you have not. Ebay allows you to have more than one account, but if you ever get suspended on any of them for whatever reason, expect all of them to go down.
