Yes many have. Usually it is due to opening an USA paypal account when living in a foreign country I believe.

Yes PayPal know what you are doing . I think range ip from your VPN service is blacklisted with PayPal and eBay.

I am using same ip addres with ebay and Ebay account still working. Maybe it depends that tipe of VPN i am using? I am using OpenVPN with TAP-win32 Adapter V8 "openvpn-2.0.9-gui-1.0.3-install".
