Limited US PayPal in 2015, still funds to get out (non-US) user
 

So back in 2015 I was stupid and got limited. Account was bought together with an eBay account if it matters. So 950 USD are in there since 2015 and since I am not a US citizen or have a friend with address I can't get them out. Is there a way I can open a virtual bank account like Monese, Revolut , Wise etc. which I can use to add to PayPal and withdraw the funds ? It allows me to add various debit cards but doesn't allow me to withdraw to them as they are not US (probably PayPal system denies them) : "There is a problem with this request, please try again later"

Any tips ?

Perhaps find a trusted member with access to a bank account to withdraw and send to you - expect a small fee likely

First one that PMs me gets the access to the paypal, the e-mail and the 3DS google code for free. I haven't needed that money since 2017 so don't really care, as long as they don't stay with those crooks. eCheque is possible to get so I figure would do some good for someone.

Anyone can shed any light on this ? a lad on here managed to link a phone, bank account etc. and ebay allowed the withdrawal but haven't heard of him the past 2 months. Money is still in the paypal account. There is 2k USD in there and I am willing to go 50 / 50 as I will donate the half

Hi, do you have access to the phone linked to your paypal account?
Also did you get already the email confirming that you can withdraw your funds?

Okay, thanks to a user on here, the account has had it all limits lifted and everything is okay for withdrawal. However, an error always comes up once a withdrawal has been initiated and it doesn't matter if a phone is used or a laptop to log in to the PayPal system. Has anyone had such an issue before ? A US card has been linked to the account but we are not able to withdraw to it.
