Immediately after registration without link a bank account or card, my account is limited. They ask to send ID documents. I use ipburger ip's & indigo browser.
Maybe some one have this trouble too? One of 15 accounts may not asking to send any documents. Trying everything but bad luck. UK accounts. |

Also my friend faced same problem and he is using firefox portable. |

I make USA Paypal accs for my work. About 1-10 every day. Every now & then an account or two would get limited, but that was fine. This is something new. I experimented by making about 10 accs today, each in different ways/using different sources, but nothing helped. They would get limited right away. (Note: The limitation is that they ask for docs. They'll likely remove the limitation after reviewing valid docs, but I can't provide docs for every acc I make unless they're like 10-15 bucks)
It's not related to IP, Email, Phone Number, VCC, User Info.
I've tried with different sources (Both good & bad) Perhaps I've used sources that Paypal has now blacklisted, but I kinda find that unlikely because of the variety of sources I've tried. (Personal sources, paid stuff from reputed sources, even free stuff)
I have a feeling that this is somehow related to the recent lawsuit. It can't just be a coincidence that Paypal suddenly changed stuff internally when there's a big lawsuit going on. This could be a temporary thing, at least I hope. They might go back to usual after some time. But no one knows. It'll be very troublesome if they make this a new fixed change.
Hopefully, the info will help. If anyone else is still able to make new accounts without facing limitations. or maybe finds out a different way then share it & let's help each other out. |

After that I don't really need the accs for this particular work. I just leave it until I need it for something else.
I don't really need to load anything on the vccs for US PP accs. As long as the details are valid PP will accept it even with a $0 balance. (Works for prepaid, debit, & credit cards according to my testings) Tho I know that PP in other countries verifies cards differently. |

So it's not related to the user info either because I can't even send any money to the new account and input the DOB & SSN to verify it.
Tho I also had a theory. PP has allowed multiple accounts with the same details for years now. It could be that they now limit the acc cuz the details used while registering matches with an existing acc. I don't see anything else. But no one can tell for sure. |

SMS authentication worked however after registeration Paypal now asks for identification just like any other case on this post, no difference.
