Account closed for no reason, Urgent help required!
 
Hi Guys,

first post and need some urgent help...

I have been trading on ebay for a while, and recently started to use a 2nd account.

I created a new Paypal account for this ebay account, and as per the stealth guide cleared all cookies, IP's etc to ensure no links could be made.

The new ebay account was in use before by a friend, and he donated it to me, it was high feedback and 100%.

As per normal the paypal account got the original limitation after £1500 has been received, asking for the proof of delivery, proof of ID etc...

This was all provided and the account released 24 hours later.

Now the account was limited again on the 13th Nov under the RXI10 Code, asking for further documentation, and proof of delivery.

This again was completed on the same day on the 13th Nov, 24 hours later, and it still had not been reviewed.

Called paypal, who advised that there was a single agent who was dealing with it in the dublin review team, and they were trying to contact him to no avail.

This same conversation repeated itself for the next 3 days.

All the while, each limitations agent advised the documentation was fine, and was complete so it should be re-opened without an issue.

Last night I spoke to a manage of the limitations dept, who explained that she would escalate the case so he reviews it asap, and apologised for the inconvenience.

This morning I got this email:

After reviewing your PayPal account, we have determined there to be
excessive risk involved and we would like to begin parting ways in a manner
that is least disruptive to your business.

If your PayPal account balance is zero, and you have no outstanding issues,
such as unresolved Buyer Complaints or chargebacks, your account will
remain limited.

If there are funds in your account, the remaining account balance will be
held for a period of 180 days in order to minimise chargeback risks. Any
Buyer Complaints or chargebacks received against your account during this
time will be paid from your account balance. Once the 180-day period has
elapsed, you may either withdraw to a bank account that is registered on
your PayPal account, or request a wire transfer which will cost 40.00 USD
fee.

If there are outstanding Buyer Complaints or chargebacks, and you choose to
refund your customers, please log into your account and respond to each
Buyer Complaint or chargeback in order to resolve each issue.

To view the status of a transaction dispute:
1. Go to the PayPal website and log in to your account.
2. Click "Resolution Center" at the top of the page.
3. In the drop down box on the Transaction Disputes page, select 'Open
Cases.'
4. Click the 'Details' link of the transaction in question to view the
status.

PayPal reserves the right to close any account reported to be involved in
possible high-risk behaviour. In the event of a dispute, PayPal will seek
to recover the funds from you by debiting your PayPal balance first and, if
there are insufficient funds in your PayPal balance, PayPal reserves the
right to collect your debt to PayPal by any other legal means.

We regret any inconvenience this may cause.

Now the Dublin review team are very unhelpful, and No-one can actually explain why this decision was reached.

There has never been any disputes on file, the docs were completed on time and submitted immediately, and our ebay feedback is 100%

There is over £5k in the account now, and we really need the funds out to survive, is there any advice that anyone can offer?

Or has anyone resolved this issue before?

That letter basically means that its done... no more discussions.... you have to wait 180 days

They are real sorry about it though :(

I just spoke to a supervisor in the US limitations dept, and he just said he would lift it if he had access, and it shouldn't have been closed??

The only reason he could not lift it is because the dublin operator attached the initial limitation, and only he can remove it.

He advised that he will contact the Dublin agent to try and get him to sort it out.

Does this normally happen?

And I thought the US offices could override any other??

no, the US site doesnt necessarily override the UK/Dublim decisions. but if escalated you can sometimes find a different decision, this time its good news, or at least wait and see, I bet pp would just love to hold that 5 grand in their sweaty palms for 180, but fingers crossed for you.
As for why it, happened there was obviously some discrepancy, I am not surprised when I hear that an account is passed from one person to a friend and they get limited, make your own accounts in future, that way you know gone on with ip, linking etc...

Thanks for the advise.

I will ensure there are no linkages in the future...

The ebay account was a friends and the paypal was my own, I think I made a mistake of transferring high volume amounts out immediately, so the paypal balance was being brought down to zero instantly, which I have now learned can trigger this sort of stuff off....

That's exactly what happened to me, as soon as I started taking $500 a day out of the atm with my paypal debit card they shut it down but at least I got out 2k in week and there was $50 left when it closed.
