can't add bank to a limited paypal - help

Hi, My account has been limited and 180 days has passed, I need to recover my funds but when I try to add a bank from my payoneer it won't allow me, I gave em a call they told me I can only add bank that can do instant confirmation via login instead of a microdeposits, can anyone suggest me where to find one because I am not from US
