Matching the DL/ID face with the selfie is something that cannot be taken lightly.
Paypal has the nasty habbit (just like ebay) to keep everything on file indefinitely.
They themselves have a Biometric ID Verification system (which more than likely will keep the data for ever)
and they also use Jumio, Onfido (Entrust), Au10tix, Experian.
The combination of the services depend on the risk and the country of the acc holder.
A thing to have in mind is that once a face of a real person sends a selfie to Paypal, that face will always be in their database.
So if that person tries to verify an acc. with a different name, my bet is they will block both accounts.
This happens because the service converts your face into an digital mathematical representation (a facial feature vector) and keeps it to prevent duplicate account creation, handle account recovery, or log you.
