Why would you even create a US PayPal account? Why not create one in Vietnam and withdraw there?
Lolz you know that paypal has just accepted for VN account receive money about 3-4months ago... These account was opened more six months so how to use paypal vn to receive money ?????...
I dont have any ideal to resolve this concern..... I lost more 3000$ ( real cash, because i'm an exchanger paypal 180days limit ) ...
exchange is illegal for paypal...They call it money laundering and not respect their policy.So that might be the reason why they not releasing the funds.Don't do that anymore.
The safe way is list an auction on ebay and let it go through ebay so paypal can't call it money laundering.Never send personal payment to do exchange.They always watching those payments.
Legally they can not lock any account with balance . Even if there is balance of usd 1.95 they can not lock. \I have experience . Yes , if they prove that money illegal they can put hold more then 180 day byt they can not lock that account . You can get limited accces to that account until money is there
They can do what they like. They have written their terms in such a way to apply them as they want.
If their Fraud Department so rules, the monies will not be released. So watch what you do.

If you doing high volum VERO on ebay,then use exchanger to transfer stealth paypal.and you in vietnam...I personally suggest you don't waste your time.They won't make such business go through easily nowdays..Try something else..

I still recommend to the OP to open an account legitimately in Vietnam, not in the US. Less problems, just take it slow.
They're not technically a bank, that's why they can do this kind of crap.
Where did I say they were a bank? Where have I ever said that? What they are or not technically is not the issue. The point is that they will do what they want, when they want and how they want. That's paypal. That's the problem.
