Hi I need some help guys !

I have lost 3 paypal accounts in 2 months ! I have to set up a new account !
My IP address is not static ! its always changing when I shut down my modem !
I will format my current PC and I will open a new paypal account ! what do you think guys ??? it can be done with this way ??? I would like to buy that stealth thing but my English is very very bad ! it can be too technical for me !

Your IP may be changing, but you need to make sure that it is not one that you used before on another account.

Other than that, there are other ways that you could be getting linked and/or shut down.
