I have same problem too with that, but I akready send them in pdf format or even fax, it is always refuse by paypal.

So, what document that need to resolve this problem?

Like Lakeman says you can easily make anything you need.

Also you have the option to walk away from the Paypal account and sometimes this is easier in some cases.

Then just forget about the PP account for 6 months till you can withdraw funds.
