This limitations message from paypal
 

I get this message when i log in. Does this mean i can lift these limitations as soon as i receive the confirmation letter from paypal which arrives in the post. I have been waiting 4 weeks for this letter. It gives me the other option to confirm my address with a bill etc. I have already uploaded a passport and bank statement which has the address on anyway. I tried to confirm with credit card but it keeps saying there is an error and to try another card. Help really appreciated.

Why is my account access limited?

12 Jul 2010: A recent review of your account determined that we require some additional information from you in order to provide you with a secure service.

21 Jul 2010: You have received £1,700.00 GBP or more in total payments to your PayPal account.
PayPal is required by law to comply with European Union Anti-Money Laundering regulations by collecting information from customers when they receive more than the set limit in total payments. These steps need to be completed within 45 days to comply with this regulation, and you may have already received an email notice to that effect.

The same appeared on my account few days ago when I tried to login.
The only difference was my account currency is EUR so instead 1700GBP
it was 1800 EUR.

But I think we can still use the account for receiving, sending and withdrawing in the following 30+ days.
Once we reach 2500 EUR - then we won't be able to do anything until we prove paypal that the account's legit.
