all of that but i complete it now it just wants
bank,credit, and confirm location

Did you use a different address for your paypal and ebay ?

i used ⊗⊗⊗⊗ info and im actually from the US

yeah that is fine as long as ur address and details are the same for ebay and paypal.

I know you didn't use real info , I am just saying that these limitations can be caused because the registered address at paypal is different than the address registered with ebay. If you need advice on VCC let me know.
