Got limited need have

I using paypal first time and got limitation.
paypal require me to confirm my credit card but when i resolve it need me to adding new cc to confirm but I have only one cc:pout:
And i don't receive any email notice limitation account, I also contact paypal via email to get more information to resolve it but over 48 hours no email reply from paypal.

Please help me:pout:
