payment holds? limited...

so one of my paypal is limited for 180 days from 2 months ago, 4 months to go more. so today i get this message:

Hello xxxx,

Because of your consistently good performance, we're removing your account's payment hold.

so i logged into my paypal and everything is fine. i never had any holds on it. so what digs? is it system error or what?

Lucky you, i logged into one of my limited account, i wanted to withdraw some money but i guess i have to wait until 27 November...i hate it
