Paypal Confirm Location Not Working Again!

I have tried to confirm location on a limited paypal with vcc. And this is what i get each time "Your account is limited. Please check your Account Overview page for messages about resolving this problem". Is there a solution to this as i do not want to call paypal because of unnecessary attention to my account. Any tip?
