My Paypal account is limited, phone verification not working. Tell me more...

Hi,
I signed up to this forum mainly to get some flipping answers. About 3 months ago, a scamming company called "Boyaa Games Network" tried to take money from my paypal account. I opened a case dispute, which was settled in my favour within 24 hours. I got my money back, but at the expense of my account having silly limitations bestowed upon it. I went through all the neccecary steps in order to restore my account to its original settings, but there was one thing stopping me: Phone location verification- the part where you give paypal your home phone number and they ring it in order to confirm your address. I did this, and I was told that I would recieve an email when my account was back to normal. No email came. A few days later I checked in my account, only to find the exact same message, that I needed to go through the phone verification methods yet again. I tried this, but it wouldn't let me, giving me a message that I can "only confirm a number once". I am basically in a big loop now, I click continue and it tells me I have already verified the number, yet when I go to my account it tells me I need to verify my details. No Way Out. I normally wouldn't be too fussed, as my father has an account which he has allowed me to use in the meantime, but I have £36 quid locked up in my own account which I want out. It seems absolutely shambolic that such a large company as paypal with a giagantic number of users has such glaring flaws in elements of its systems.

Browsing around this forum it appears to be a common problem, so I thought perhaps somebody could shed some light on this matter, why it happens, and if there is any way around it that does not involve paying for a new number somewhere.

Thanks,
Anthony.
