180 days up paypal now allowing me to add in new bank account

Yes I am stuck

Paypal after 190 days is not allowing me to add in a new bank account.Says I can withdraw the money but not add in new bank.

Any ideas how to get my money back? I think they are reading this forum and putting in new ideas
