Giftcard/VCC advice needed

Hello,

Paypal recently limited me and they want to verify a credit card by charging a small amount and me verifying the amount.

I tried using a VanillaVisa (after I had registered my zip online) and it was declined because Paypal couldn't verify the address.

Is there a Giftcard that works for this? Or a VCC?
