Over £1,000 on 180 day hold - HELP / ADVICE PLEASE

I am really just after some advice / real life experiences please.
4 years ago I had a paypal account go into a negative balance due to a charge back which I disputed and refused to cover.
I have recently opened a new paypal and eBay account and sold a number of items (just household / baby items as we have a clear out).
I made over £1,000 and then paypal limited my account, saying I had to resolve all outstanding issues with my old account, and on speaking to them this meant clearing the negative balance.
I disputed the negative balance, and was told that after 180 days I would then be able to get my money out of the account on hold.
Question I have, is will they use the money on hold in this new account to pay off the negative balance on my old account?
