PP in limited and in negative

My PP is currently in a limited and negative status right now as PP deems it reasonable for the buyer to receive his money back despite all our reasoning that he may be scamming us.

Our business directly delivers goods to our buyer's premises. Btw, this is an off-eBay transaction too. We have a delivery receipt signed by the buyer/receiver that states the item basically has no problem (scratches, wrong item, etc).

Lo and behold, after 20 days from delivery, the buyer filed an Item Not As Described dispute. Then PP asked us to refund the money, including the shipping cost (as we charged the buyer delivery charge in total). At first PP already closed the dispute and ruled in our favor, however the buyer made an appeal by sending a tracking number. We have refused the to receive the item as we don't accept returns for items used more than 3 days as stated in our Terms and Conditions.

So now, PP "intelligently" ruled in the buyer's favor stating that we cannot refuse a returned goods and refunded the money right away (good thing that we have withdrawn funds from our account now), resulting in a negative and limited status of our account.

Pissed and irritated with Paypal, can they just take the negative amount from either my CCs or bank accounts? Am using locally (Philippines) based CC and bank accounts. Which according to them is a little gray area as they have very little experience with PP and are not technically affiliated with PP as of the moment.

I have no issue of not using PP anymore (actually have removed it from our site's payment options now), since this is what they do to sellers who have a good track record, we never had a dispute in our account before and they are very quick to rule against us despite all our evidences that the item has already been in the buyer's possession for 20 days! How can the buyer not know it is not the right item right away?!? Besides, doesn't the delivery receipt that the buyer signed enough to state that he had checked the item and had no complaints when the delivery was made??? And why did the buyer not contact us directly when he called us right after delivery to confirm that the item is already in his possession?!?

This is an experience that is echoed throughout the board. Analyze all you want buy buyers trust pp - professional buyers will screw sellers with pp - way of this platform - always ways around but takes time.

Immediately call you credit card provider and report your card lost. Then go down to your bank account and either close your checking account, or put a stop on all electronic withdrawals. Tell them you lost your checkbook if it comes to it. Bottom line is Paybay are corrupt and will use any and all means to steal your money.
