Welcome to the forums. This has happened to few people so my first 2 questions:

1. Why are you speaking for your friend? Let him come on the site and discuss. Selling something worth 1.5k WITHOUT TRACKING is just CrAzYYYY - now you understand what Paypal does =( Sad lesson but if you don't have some paperwork, you are unlikely to win.

The buyer claims never received?
